Course Overview:
The
Ballistic Shield Skill Builder (BSSB) course is designed to enhance the proficiency, confidence, and tactical effectiveness of law enforcement officers in the deployment and use of ballistic shields. Through a blend of classroom instruction, practical drills (including live-fire range exercises), and scenario-based training, participants will develop the skills necessary to maximize shield use while maintaining mobility, situational awareness, and team coordination.

Officers will refine their ability to integrate the shield into various operational contexts, from high-risk entries to active threat response, while reinforcing proper weapon manipulation, communication, and decision-making under pressure.

  • Understand ballistic shield capabilities, limitations, and proper maintenance.

  • Employ effective stance, positioning, and movement techniques to maintain maximum positioning.

  • Integrate ballistic shield operations with firearms, less-lethal tools, and communication strategies.

Key Learning Objectives:
By the end of the course, participants will be able to:

  • Prepare and brief pre-planned missions utilizing SMEACCC (Situation, Mission, Execution, Administration, Command, Channel, Control)

  • Conduct mission analysis using the METT-TC (Mission, Enemy, Terrain, Troops, Time, and Civil Considerations) framework.

  • Develop concepts of operation (CONOPS), contingency plans, and decision points.

  • Integrate intelligence, reconnaissance data, and environmental assessments into operational planning.

  • Perform covert and overt scouting to gather actionable information.

  • Use maps, imagery, and digital tools for route planning, target study, and risk analysis.

  • Establish infiltration and exfiltration strategies based on terrain and threat conditions.

  • Communicate effectively within the planning cell and during mission execution.

  • Develop techniques for time-sensitive mission planning.

  • Establish briefing philosophies and strategies with consistency to ensure transfer of information and mission understanding.

 

Training Methodology:

  • Classroom modules on mission planning principles, scouting tradecraft, and operational security.

  • Case study reviews of real-world tactical operations and lessons learned.

  • Practical field exercises simulating reconnaissance, route planning, and observation.

  • Team planning sessions with role assignments, decision-making drills, table-top exercises and after-action reviews.

Certification:
Successful participants receive a Tactical Mission Planning and Scouting Certificate of Completion.

Prerequisites:

  • Familiarity with small-unit tactics recommended.

  • Law enforcement, security, or military experience preferred.
